TVA helps China and many other countries with its engineering in more than just making power. I would suspect that a staff in Chattanooga is assisting a contact in Japan working with the Japanese engineers. The technical part is like the space program. For each man in space you have 1000 working on the ground.
I never did "get" the appeal of nuclear energy. Even without disasters as horrific as Fukushima, the waste is (hello) not exactly good for the environment nor any living creature in it. Of course, I remember having atomic bomb drills in kindergarten.
Too, an industry that has to be given my money to get set up, charge me money for its cost overruns, is uninsurable meaning I have to insure it, then when it bombs (literally) I have to pay to clean it up while it's making me sick, then costs me a fortune to dismantle, is one I'd prefer to get to vote on.
